Director of Laboratory Information System (LIS) Engineering

Director of Laboratory Information System (LIS) Engineering 

We are looking for a Laboratory Information System (LIS) Senior Engineer at our clinical laboratory based in Monrovia, CA. You will report to the VP of Strategic Operations. The Director of LIS Engineering role is to strategically design, support, and maintain applications across the organization, while ensuring high levels of application availability. This individual is also responsible for helping to define standards and models for application and database architectures. The Director of LIS Engineering will in addition help evaluate and select all technology components, such as software, hardware, and networking capabilities, for application management systems and applications.

Duties and Responsibilities:

  • Gathers user/stakeholder needs, develops requirements, develops process specifications, develops process and system architectures to meet those specifications and requirements, writes scripts, instrument interfaces, conducts validations, and manages ongoing development and support of the system.
  • Interface with stakeholders in reviews and routine meetings.
  • Apply proven communication and problem-solving skills to guide and assist the user group on issues related to the design, development, and deployment of the LIS and other laboratory software systems.

To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

Essential Functions:

  • Develops custom applications to effect and improve business efficiency and scalability. 
  • Works with LIS vendor to develop and support customizations to LIMS/LIS software.
  • Work with business product owners to architect effective solutions
  • Develop and implement new applications, reports, workflows, data exports, interfaces and calculations.
  • Serve as point-of-contact on software maintenance and support issues.
  • Assess and cultivate long-term strategic goals for development in conjunction with end users, managers, clients, and other stakeholders.
  • Analyze user requirements and, based on findings, design functional specifications for client/server databases and database applications.
  • Coordinate and work with other technical staff to develop relational databases and applications.
  • Develop automated database applications, where necessary, using the applicable development tools.
  • Identify data entry, retrieval, change, and delete issues, and work to ensure a high level of data availability.
  • Work with project managers to ensure that data entry, retrieval, change and delete functions meet business requirements for project completion.
  • Plan and implement capacity and resource expansion to ensure scalability of company databases and applications.
  • Identify inefficiencies in current applications and leverage solutions.
  • Install and configure relevant components to ensure database access.
  • Diagnose and resolve database access and performance issues.
  • Design and deploy data table structures, forms, reports, and queries.
  • Perform cost estimates for data migration to new databases/applications during upgrades, and plan and coordinate these migrations.
  • Assist with the design of redundant systems, policies, and procedures for disaster recovery to ensure effective availability, protection, and integrity of data assets.
  • Evaluate and select database and application components, including hardware, relational database management systems, ETL software, metadata management tools, software development tools and database design solutions.
  • Conduct research and make recommendations on development products, database products, services, protocols, and standards in support of procurement and development efforts.
  • Mentor and/or provide leadership to all other team members.

What we are looking for....

  • College diploma or university degree in the field of computer science, information systems, or computer engineering and/or 5+ years equivalent work experience.
  • Experienced in the development of .Net applications, C#, VB, and or Java Script
  • Working technical experience with developing, installing, configuring and supporting multi-terabyte database environments.
  • Experience with database platforms, including Oracle 9i, 10g, 11g, or 12c, SQL Server, and or MySQL.
  • Experience with database design applications, including SQL plus, SQL developer and or Toad for Oracle.
  • Strong understanding of relational database structures, theories, principles, and practices.
  • Hands-on experience with business requirements gathering/analysis.
  • In-depth technical knowledge of network, PC, and platform operating systems, including Windows, Linux or Solaris.
  • Working technical knowledge of current database software, protocols, and standards, including PL/SQL
  • Experience with data processing flowcharting techniques.
  • Exceptional analytical, conceptual, and problem-solving abilities.
  • Ability to prioritize and execute tasks in a high-pressure environment.
  • Experience working in a team-oriented, collaborative environment.

 

Other Skills and Abilities:

  • General knowledge of analytical and laboratory processes with 5+ years’ experience in a regulated laboratory environment
  • Prior 3+ years in a previous LIS Developer or Engineering role is preferred  
  •  C#, VB, Java Script, MVC, PL-SQL and T-SQL coding abilities and other coding languages as needed.
  • Strong knowledge of relational database design.
  • Report/BI development abilities.
  • Strong understanding of the organization’s goals and objectives.
  • Good knowledge of applicable data privacy practices and laws.
  • Strong written and oral communication skills.
  • Strong presentation and interpersonal skills.
  • Ability to conduct research into database issues, standards and products.
  • Ability to present ideas in user-friendly language
