Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

NISC BA has a requirement to enhance the current local AIRCOM Data Science CIS providing high-powered desktop computers (with dual-monitor and KVM switch), GPU servers, supporting equipment (smartboards and wall monitors), data diode and A2SL- approved software through project NSP019994 – CIS Infrastructure to support Data Science Capability. The NCIA will procure, deliver, install and test the above- mentioned equipment and software. For this requirement, NCI Agency is looking for support for the implementation & support related to the above.

Role Duties and Responsibilities

  • Supports to the local CSU in the area of Data Science processes;
  • Applies data engineering standards and tools to create and maintain data pipelines and extract, transform and archive data;
  • Automates collecting, cleaning, transforming and archiving various datasets, followed by exploratory analysis to identify anomalies, defects and missing data.
  • Selects from existing data sources and prepares data to be used by data science models;
  • Applies existing data science techniques to new problems and datasets using specialised programming techniques. Develop AI solutions to maximize the effectiveness and speed of data pipelines and data archiving;
  • Designs, codes, verifies, tests, documents, amends and refactors moderately complex programs/scripts;
  • Applies agreed standards and tools to achieve a well-engineered result;
  • Test the applications via application provisioning;
  • Contributes to the creation of reports, technology road mapping and the sharing of knowledge and insights. Collaborates in reviews of work with others as appropriate;
  • Evaluates and monitors models’ performance and creates data pipeline visualizations and dashboards to report performance of models;
  • Builds Virtual Machines, including user, firewalls and resources management (hardware and software);

Essential Skills and Experience

  • At least 5 years of demonstrable experience in Data Engineering and Network admin;
  • Sound knowledge of scripting (PowerShell) including provisioning/changing Azure resources;
  • Hands on experience in building virtual machines, snapshot, DRS concept, clustering hosts;
  • Experience in VMWare Horizon, creating and tweaking gold images according to Microsoft guidance using the latest recommendations;
  • Sound knowledge of VMWare Horizon Linked Clones, Instant Clones and Thin App;
  • Strong analytical skills;
  • Excellent written and oral communication skills;
  • Strong problem-solving skills;
  • Expertise in information technology domains such as Cloud Computing and IT Infrastructures.

Desirable Skills and Experience

  • Strong Anaconda/Python scripting skills, including the Dagster library (desirable);

  • Valid National or NATO Secret personal security clearance
