Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

Under the 2025 NATO Digital Staff (NDS) project NCB02051, NCI Agency is providing support to the drafting of the Military Committee publication MC 0593/2. MC 0593 describes the Minimum Level of Command and Control (C2) Service capabilities in support of Combined Joint NATO led Operations. Revision 2 is required to perform the transition from NRF to ARF, and the introduction of a persistent networking approach in support of collective defence.

  • Support the NDS led Tiger Team in the development and maturation of the content for MC 0593/2 Draft.
  • Coordinate and Conduct editorial reviews of the MC 0593/2 Draft with Subject Matter Experts and Stakeholder Groups

Role Duties and Responsibilities

They are to provide support services to the MC 0593/2 Tiger Team, developing the content of the current draft. Improvement inputs shall be sought from external references such as:

  • The federated requirements as expressed in current FMN documentation on (spirals 4 – 6).
  • The draft of the high level operational concepts for persistent mission networking.
  • Existing NATO best practices on CIS and DCIS network management and operations for NRF mission networks (in particular considering the responsibilities of NCIA and NCISG staff on the NATO provided assets and services).
  • Other sources as found relevant.

Essential Skills and Experience

A minimum of 8 years of sound experience in these fields:

  • Knowledge and experience in large and complex Communication and Information Systems (CIS) engineering and design, including Communication Systems, Networks, Infrastructure, Virtualization, Cloud, Security, Monitoring and Control, Interoperability
  • Knowledge and experience in system architecture and design
  • Knowledge in Enterprise and Capability architecture
  • In-depth knowledge with SMC aspects, relevant frameworks and their implementation in large CIS networks
  • Familiarity with CIS related international / commercial / industrial standards

Desirable Skills and Experience

  • Experience with Military CIS systems
  • Experience with deployable CIS systems (Military and/or Civilian)
  • Experience in Service Design and Management
  • Experience with management frameworks such as ITIL, PRINCE2, PMP, etc.
  • Prior experience of working in an international environment.
  • Knowledge of NATO political ambition and organizational structure.
