Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

Based in The Hague, Netherlands, the NCI Agency is looking for a Cybersecurity Service Engineer in the journey to transform cybersecurity services.

The Cybersecurity Service Engineer will support the mission of the Chief Technology Office (CTO) that is enabling the digital transformation of NATO ICT, establishing the Agency's technical vision and IT engineering strategy including management of the research and development of emerging technology.

The Cybersecurity Service Engineer will support the cybersecurity of ICT services and associated systems. To achieve this, it’s necessary to review and validate technical solutions, consistent with architecture guidance, assess the use of technologies and standards for ICT services, security and safety validation, and re-use of components.

NCI Agency is looking for a Cybersecurity Service Engineer with strong analytical, interpersonal and presentation skills. You work with multiple teams both internal and external, and have contact with a diverse set of stakeholders.

Role Duties and Responsibilities

  • Monitor and evaluate adherence to relevant cybersecurity policies and standards (NATO, Agency and industry). Document gaps and next steps.Monitor and evaluate application of, and adherence to, relevant cybersecurity CTO technical guidance and architecting standards. Document gaps and next steps.
  • Support the definition, development, and management of cybersecurity architecture and engineering practices. Document the practices.
  • Support the definition, development, and management of Cyber Security by Design principles and the CISPIA and CISP processes in the project and service lifecycle. Document principles and processes.
  • Support creation of technology, capability, and service roadmaps related to Cybersecurity. Document roadmaps.
  • Support the process of cybersecurity capability development. Document capability requirements.
  • Support the development of NATO policy in the area of cybersecurity, in particular public cloud cybersecurity. Develop requirements by participation in multinational working groups, and document requirements. Write input for policy.

Essential Skills, Experience and Certifications

  • In-depth experience in the area of ICT cybersecurity and design for NATO IT services and capabilities.
  • Proven experience in the development, implementation, and integration of information assurance and cyber defence capabilities into IT service delivery in NATO, ranging from communications infrastructure to application services.
  • Proven experience in the writing of cybersecurity requirements in support of the establishment of contracts with industry.
  • Knowledge of and experience with NATO cybersecurity service delivery.
  • Knowledge of extant NATO policy in the area of CIS security.
  • Technical and in-depth knowledge of current and evolving cybersecurity technologies and frameworks, to include, but not limited to, Zero Trust architectures, NATO Data Centric Security (data labelling and binding), and secure interconnections of networks (including Information Exchange Gateways (IEG) and guards).
  • Conceptual understanding of cloud computing concepts, architectures, and technologies, including Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS).
  • Working knowledge of the Archimate language and its use to produce architecture views.
  • Experience of working with a diverse, multi-disciplinary and multi-national team.
  • Proven ability to communicate effectively, orally and in writing.
  • Proven experience with presenting complex technical concepts to a diverse audience and at times non-technical audience
  • Ability to speak and write fluent English since the work is conducted in English.
  • The contractor must have the nationality of one of the NATO nations.
  • The contractor must hold a valid NATO Security Clearance.

Education

  • The candidate has a master’s degree at a nationally recognized/certified University in a related discipline.
