
Director, Health, Safety & Environment (HSE) – Construction

The role
The Director, Health, Safety & Environment (HSE) – Construction (EMEA) is accountable for providing strategic leadership, governance, and performance oversight of HSE across all data center construction activities in the EMEA region. This role ensures that construction projects are executed in accordance with company HSE standards, client requirements, and all applicable country-specific legal requirements.
The Director leads and develops regional construction HSE teams and drives consistent implementation of risk controls, contractor assurance, incident learning, and a proactive safety culture across multiple countries, sites, and delivery partners.
Main responsibilities
- Regional Strategy, Leadership & Governance
- Own and implement the EMEA Construction HSE strategy aligned to corporate HSE objectives and business priorities.
- Lead, mentor, and develop EMEA construction HSE team members (regional managers, site HSE managers, specialists).
- Establish consistent governance routines across projects including:
- performance reporting and scorecards
- assurance visits and audits
- leadership reviews and accountability cadence
- regional learning campaigns and risk reduction priorities
Construction Risk Management & SIF Prevention
- Drive risk-based HSE programs focused on high-consequence construction hazards typical to data center builds, including:
- lifting operations and cranes
- temporary works
- work at height
- energized electrical work / temporary power
- excavations and groundworks
- confined space
- heavy plant and vehicle interface
- hot works and fire risk management
- MEP installation and commissioning interface hazards
- Ensure effective implementation of critical controls and verification practices (field-based assurance).
Contractor / Supply Chain HSE Performance
- Establish and maintain strong contractor HSE governance across EMEA.
- Lead HSE expectations for:
- general contractors / principal contractors
- subcontractors and specialist trades
- logistics, lifting, and enabling works providers
- Ensure contractor onboarding, competency verification, and site access controls are consistently implemented.
- Partner with Procurement and Project leadership to embed HSE requirements into contracts, tender evaluations, and performance reviews.
Compliance & Regulatory Oversight (Multi-Country)
- Ensure construction activities comply with EMEA legal requirements across multiple jurisdictions.
- Maintain oversight of legal registers, required notifications, permits, and documentation.
- Support regulatory inspections and enforcement interactions as required.
- Ensure strong document control and audit readiness for both internal and external requirements.
Incident Management, Investigation & Learning
- Provide leadership oversight for significant incident response across EMEA projects.
- Ensure high-quality investigations, causal analysis, and effective corrective actions.
- Drive consistent learning systems across projects:
- lessons learned
- proactive learning reviews
- trend analysis and prevention strategies
- Ensure serious incident escalation protocols are consistently applied.
Client Interface & Executive Reporting
- Serve as senior EMEA construction HSE leader for client audits, escalations, and governance meetings.
- Communicate performance trends, risks, and mitigation actions to regional and global leadership.
- Partner with Construction/Delivery leadership to integrate HSE into planning, scheduling, and execution.
Culture, Leadership Engagement & Capability Building
- Drive leadership field engagement routines and accountability models.
- Strengthen safety leadership capability across project managers, superintendents, and contractor leaders.
- Promote a proactive learning culture (HOP/Safety-II approaches where aligned).
- Ensure training programs support role-based competency for both company and contractor leadership.
Qualifications and Experience
Required Qualifications
- 10+ years progressive HSE experience supporting large-scale construction projects (mission critical, industrial, infrastructure, or similar).
- 5+ years senior leadership experience across multi-site or regional construction portfolios.
- Demonstrated ability to influence general contractor leadership and multiple subcontractor organizations.
- Strong working knowledge of construction risk management and critical controls.
- Proven experience operating within EMEA regulatory frameworks and safe systems of work.
- Strong communication skills and executive presence; able to represent the organization with clients and regulators.
- Willingness to travel across EMEA as required (typically 30–60%).
Preferred Qualifications
- Bachelor’s degree in HSE, Engineering, Construction Management, or related discipline (or equivalent experience).
- Experience in data center construction / mission critical builds.
- ISO 45001 / ISO 14001 implementation experience.
- Experience with HOP/Safety-II concepts and implementation in construction environments.
- Experience managing and developing large regional HSE teams.
