As the Head of Compliance, your primary objective is to establish, implement, and maintain a risk-based framework in order for the Institution to fulfill its Compliance and Anti-Money Laundering and Terrorist Financing (AML/TF) functions across all of its activities.

Responsibilities

  • Oversee and manage the company's compliance framework in line with MFSA regulations and industry best practice. Assist and deliver regulatory and controls mapping where applicable.
  • Ensure the company's Compliance, Sanctions and Fraud policies, procedures and controls are effective and up-to-date and that staff are trained to identify and report suspicious activity.
  • Conduct and maintain a comprehensive business risk assessment (BRA) for the institution across its various activities.
  • Responsible for the preparation and execution of the Compliance Monitoring Plan and assist with the on-going implementation including escalation of the findings and work on the remedial plans.
  • Act as an internal subject matter expert and provide effective guidance to the business on compliance issues, ensuring that all activities are conducted in compliance with applicable laws, regulations, and industry standards.
  • Maintain and manage relationships with regulators and stakeholders, ensuring that the company's risk and compliance framework meets regulatory requirements.
  • Ensure that the company's systems and controls are effective in preventing and detecting financial crime, including fraud and bribery.
  • Responsible for applicable periodical reporting to the MFSA
  • Assist in the development of effective methodologies to understand clients, participants and partners and enable due diligence reporting.
  • Develop and deliver effective training programmes to support all staff in keeping current with developments on compliance
  • Assist in meetings and provide all the information necessary for decisions to be taken on whether to onboard or retain clients 
  • Periodically provide information on customer risk to the Executive Team and the Board of Directors

Requirements

  • Minimum of 7–10 years of experience in compliance or legal roles within the financial services sector, specifically within E-Money Institutions (EMI) or Payment Service Providers (PSP)
  • In-depth knowledge of MFSA regulations, FIAU implementing procedures, PSD2/PSD3, and the EU AML Directives
  • A University degree in Law, Finance, or a related field. Professional certifications such as ACAMS or ICA are highly desirable
  • Proven track record of leading compliance functions and managing relationships with national regulators
  • Comfortable working with state-of-the-art Fintech tools and automated AML/KYC screening systems
  • Ability to balance regulatory requirements with the commercial goals of a fast-growing Fintech
  • Exceptional English communication skills (written and verbal), with the ability to present complex regulatory matters to a Board of Directors
