Technical Assistants, Waste Operations

Banyuwangi Hijau Programme
Location: Banyuwangi, Indonesia
Initial contract: 3-month fixed-term contract, with potential extension subject to programme needs and performance
Expected programme  period: July 2026 to December 2027

Level: Technical Assistant

Background

Banyuwangi Hijau is a partnership programme with the Banyuwangi Government to accelerate solid waste service development across the regency. The programme aims to provide household waste service access to approximately 1.4 million people and requires strong field implementation, stakeholder coordination, operational monitoring, and administrative support.

To support Phase 3 implementation, Banyuwangi Hijau is recruiting three Technical Assistants within Waste Operations:

  1. Technical Assistant, Roll Out
  2. Technical Assistant, Program Health & Capacity Building
  3. Technical Assistant, Administration

General Requirements

Candidates should have an S1 degree in a relevant field and at least 3 years of relevant experience. All candidates should have strong coordination skills, good Bahasa Indonesia writing ability, experience working with government or community stakeholders, willingness to be based in Banyuwangi, and ability to travel regularly across Banyuwangi Regency. Experience in waste management, environmental programmes, village facilitation, or Banyuwangi Hijau would be an advantage.

  1. Technical Assistant, Roll Out

Supports the preparation and implementation of waste collection services in target villages, especially Phase 3 villages.

Key responsibilities:

  • Assess village readiness for waste service implementation.
  • Support mapping of service areas, collection routes, and operational schedules.
  • Support early-stage waste collection rollout in line with agreed standards.
  • Coordinate with village governments, UPT, DLH, and community stakeholders.
  • Track rollout progress and prepare village progress documentation.

Preferred experience: waste operations, field implementation, service mapping, or operational rollout.

  1. Technical Assistant, Program Health & Capacity Building

Supports training, capacity building, service quality monitoring, and implementation improvement across Waste Operations.

Key responsibilities:

  • Prepare and support training materials, workshops, and learning activities.
  • Monitor service quality and operational consistency.
  • Identify implementation gaps and recommend improvements.
  • Support knowledge sharing across implementation areas.
  • Contribute to programme reporting and implementation updates.

Preferred experience: training, facilitation, capacity building, programme monitoring, or service quality assessment.

  1. Technical Assistant, Administration

Supports the administrative, financial, logistical, and reporting needs of Waste Operations.

Key responsibilities:

  • Prepare and track activity budgets.
  • Maintain accurate administrative documentation and filing systems.
  • Support reporting in line with Systemiq and donor requirements.
  • Provide logistical support for field activities, meetings, and workshops.
  • Maintain audit-ready programme records.

Preferred experience: financial administration, Excel, data management, budgeting, reporting, logistics, or programme administration.
