Chief Accountant

The Chief Accountant is responsible for overseeing the full accounting function of the entity, ensuring accurate statutory reporting, tax compliance, regulatory compliance (including gambling-specific requirements), and strong internal controls across a nationwide retail network of approximately 1,000 locations.
The role requires strong expertise in Romanian accounting and tax legislation, experience in high-volume transactional environments, and the ability to manage complex retail and cash-based operations.
Key Responsibilities
Financial & Statutory Reporting
- Ensure accurate and timely preparation of annual financial statements (Romanian GAAP; IFRS knowledge is a plus).
- Oversee monthly closing process and ensure compliance with group reporting requirements.
- Coordinate preparation and submission of statutory financial statements.
- Manage audit processes (external and internal audits).
- Ensure proper documentation and accounting policies are applied consistently.
Tax Compliance
- Prepare and submit all tax declarations (VAT, corporate tax, gambling-specific taxes, withholding tax, local taxes, etc.).
- Ensure compliance with Romanian tax legislation and gambling regulations.
- Coordinate tax inspections and manage relationships with tax authorities.
- Monitor changes in tax legislation impacting gambling activities.
Gambling-Specific Accounting & Regulatory Compliance
- Supervise accounting for:
- Slot machines operations
- Betting activity
- Gaming tax calculations
- Revenue recognition specific to gambling activity
- Ensure compliance with ONJN (National Gambling Office) regulations.
- Monitor reconciliation between gaming systems and accounting records.
- Ensure accurate reporting of gaming revenue and related taxes.
Retail Network & Cash Control
- Oversee accounting processes related to ~1,000 retail locations.
- Implement and monitor internal controls over:
- Cash collections and deposits
- Daily shop reporting
- Revenue reconciliations
- Ensure proper accounting of shop-related expenses (rent, utilities, commissions, etc.).
Team Management
- Lead and coordinate the accounting team.
- Allocate responsibilities and supervise daily operations.
- Ensure deadlines are met and workload is properly distributed.
- Support professional development of team members.
- Act as escalation point for complex accounting matters.
Internal Controls & Process Improvement
- Develop and maintain strong internal control framework.
- Improve accounting processes and automation (ERP systems –Dynamics 365).
- Participate in implementation of new systems or business models.
What we are looking for:
Required Qualifications
- Bachelor’s degree in Accounting, Finance, or Economics.
- CECCAR qualification (Expert Contabil) – strongly preferred.
- Minimum 7–10 years of experience in accounting.
- Minimum 3–5 years in a senior accounting leadership role.
- Experience in:
- Retail or high-volume transactional environments (strong advantage).
- Gambling industry (strong advantage).
- Strong knowledge of:
- Romanian accounting standards (OMFP)
- Romanian tax legislation
- VAT and corporate tax compliance
- Experience with ERP systems (Dynamics 365 strong advantage).
Technical Skills
- Advanced knowledge of Romanian GAAP.
- Strong tax knowledge (including gambling-specific taxation).
- Revenue recognition expertise.
- Advanced Excel skills.
- ERP proficiency.
- Audit coordination experience.
- Strong understanding of internal controls.
