Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

  • Consolidating statistical reports and the tracking of submissions to align to expectations;
  • Resource planning alignment with the Head Portfolio Management Office (HPMO) & Head of Staff Management Office (HSMO) for the Business Unit;
  • Act as the interface between the Land/Air Business Unit Owner and the NIMSC Front Office;
  • Monitor the Business Unit fund execution and prepare reports and statistical analysis for presentation to the Business Unit Owner;
  • Monitor the Key Performance Indicators of Projects and Services Execution and prepares reports and analysis to the Business Unit Owner;
  • Support the Business Unit Project Managers to monitor and control project progress to ensure resources are consumed in accordance with the approved budget and within the approved timelines;
  • Support the Business Unit Service Delivery Managers to monitor and control Services to ensure resources are consumed in accordance with the approved budget and within the approved timelines;
  • Support reporting and communications with the Business Unit and NIMSC management, in order to ensure projects are monitored and controlled across all management levels;
  • Coordinate with HSMO to ensure swift and efficient recruitment and contracting activity and to maintain Business Unit manning status reports;
  • Coordinate project or service related activities for Travel and Contractual Management;
  • Support the production of Weekly, Monthly and Quarterly NIMSC Project and Service situation reports;
  • Administration and delivery arrangements for technical and behavioural training for NIMSC personnel;
  • Responsible for the centralised coordination and standardisation, maintenance, development policing of the NIMSC Land/Air intranet SharePoint IKM web/portal-page;
  • Working with all NIMSC Business Units to ensure standardisation and centralising of information repositories to introduce leaner processes and efficiencies to the benefit of all;
  • Business Unit Space Management and Security Representative;
  • Responsible for the coordination of centralised accounting and inventory activities in direct liaison with the HSMO Office within NIMSC;
  • Act as Principal Administrative POC within the Business Unit for NICs, Military and IWC project focused personnel;
  • Deputize for higher grade staff, if required;
  • Performs other duties as may be required.

Essential Skills and Experience

  • Experience in resource planning and personnel management;
  • Experience in budgetary planning and management;
  • Demonstrated skills in Microsoft Office suite, including Project, Word, Excel, PowerPoint, SharePoint and databases;
  • Experience in organization, coordination and communication;
  • Experience in guidance writing and reporting.

Desirable Skills and Experience

  • Experience in the preparation of statistical analysis and appropriate mechanisms to document and present the findings in an academic or comparable environment;
  • Experience in Project Management Framework / Methodologies such as PRINCE 2, PMP;
  • Knowledge of the NCI Agency;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.

Education

  • Higher vocational training in a relevant discipline, with at least 3 years post-related experience, or a secondary educational qualification, with at least 5 years post-related experience, in progressively responsible support positions;

  • Valid National or NATO Secret personal security clearance
