
Manager/Senior Manager, Engagement

WHAT YOU WILL BE WORKING ON:
Lead the development and implementation of youth engagement strategies, volunteer management, programmes, and partnerships that strengthen *SCAPE's role as a youth-centric hub. The role drives meaningful youth participation, volunteerism, community building, and ecosystem collaborations while overseeing engagement initiatives that support *SCAPE's strategic pillars.
Key Responsibilities
Strategic Planning and Youth Engagement
- Develop and execute engagement strategies that advance *SCAPE's vision, mission, and organisational objectives.
- Lead initiatives that foster youth participation, ownership, leadership development, and active citizenship.
- Identify emerging youth trends, needs, and aspirations to inform programme planning and strategic priorities.
- Monitor and evaluate engagement outcomes, ensuring alignment with organisational KPIs and impact objectives.
Volunteer Management and Youth Leadership Development
- Oversee the recruitment, onboarding, training, deployment, and retention of volunteers across *SCAPE's programmes, events, and initiatives.
- Build a strong volunteer community that fosters a sense of belonging, ownership, and advocacy for *SCAPE.
- Monitor volunteer participation, satisfaction, and impact through data collection, feedback mechanisms, and reporting.
- Ensure proper governance, risk management, safeguarding, and compliance practices relating to volunteer engagement.
Programme and Community Development
- Oversee the design, implementation, and evaluation of youth engagement programmes, campaigns, and community initiatives.
- Drive programmes that strengthen youth confidence, contribution, and connection within the community.
- Facilitate opportunities for youth co-creation, consultation, and participation in *SCAPE's spaces and initiatives.
- Support the activation of Somerset Belt through youth-led activities, events, and community-building efforts.
- Foster inclusive and accessible engagement opportunities that cater to diverse youth segments.
Stakeholder and Partnership Management
- Cultivate and manage strategic relationships with government agencies, educational institutions, community organisations, youth groups, residents and corporate partners.
- Develop partnerships that create opportunities for youth development, volunteerism, mentorship, and community engagement.
- Represent *SCAPE in sector-wide working groups, engagement platforms, and collaborative initiatives.
- Support national youth engagement efforts, including initiatives aligned with the Singapore Youth Plan and broader youth sector priorities.
Team Leadership and Capability Development
- Lead, mentor, and develop the Engagement Team to achieve organisational goals and outcomes.
- Foster a culture of collaboration, innovation, youth-centricity, and continuous improvement.
- Build organisational capabilities in youth engagement, volunteer management, stakeholder engagement, and programme design.
- Support manpower planning, capability development, and succession planning within the department.
Resource, Operations and Governance
- Manage departmental budgets, procurement processes, and resource allocation.
- Establish effective systems, policies, and processes to support engagement and volunteer management functions.
- Ensure compliance with organisational governance, risk management, and safety requirements.
- Prepare management reports, Board papers, funding submissions, and strategic recommendations.
Research, Impact Measurement and Reporting
- Develop frameworks to measure the effectiveness and impact of youth engagement and volunteer programmes.
- Analyse engagement, volunteer, and community data to support evidence-based planning and decision-making.
- Track and report key performance indicators relating to youth participation, volunteer contributions, stakeholder engagement, and community impact.
- Provide strategic insights and recommendations to strengthen *SCAPE's engagement ecosystem and long-term relevance.
Other Responsibilities
- Perform any other duties and responsibilities as assigned by the Head of Engagement and Management from time to time.
- Support organisational priorities and strategic initiatives beyond the scope of the role when required.
WHO YOU ARE:
- Bachelor’s degree in Communications, Public Relations, Public Policy, Community Development, Social Sciences, or a related discipline. Postgraduate qualifications will be an advantage.
- Relevant experience in volunteer management work in social service, volunteer or community development.
- Minimum 5 years of relevant experience in youth engagement, community development, stakeholder management, public engagement, or related fields, with at least 3 years in a managerial or supervisory capacity.
- Excellent written and verbal communication skills, with demonstrated ability to influence, negotiate, and build strong relationships with internal and external stakeholders at various levels.
- Strong project and programme management capabilities, including planning, prioritisation, resource management, risk management, and execution of multiple concurrent initiatives within tight timelines.
- Proficient in Microsoft 365 Suite (Outlook, Word, Excel, PowerPoint) and comfortable with digital tools for engagement, communication, collaboration, and data management.
