Senior Planning Manager - P3O
Senior Planning Manager, Hybrid, London, Permanent
The P3O Planning Manager will be accountable for scheduling of the Pay.UK wide portfolio of Change delivery and component programmes.
They will provide best practice planning capability at a portfolio, programme and project level and own the Planning Standard within the Change Framework.
They will provide coaching and advice across the Project and Programme Management practice / community.
Key Accountabilities
- Develop and embed the Change Planning framework across all (Portfolio, Programme, Project) P3O level to ensure a consistent approach.
- Develop and maintain rolling Portfolio plan for Pay.UK across a complex landscape of organisational wide Change.
- Identifies and highlights risks and dependencies across the portfolio plan and engages at programme and project level to mitigate risks.
- Responsible for supporting effective resourcing strategies across the portfolio working collaboratively with delivery teams, People and Procurement.
- Provides expert services into programmes from inception through to delivery to support consistent and robust plans, developing and upskilling in planning capability.
- Establishes and communicates the portfolio view across the whole Change portfolio.
- Supports the Change RCSA and risk management, raising planning, capacity and resource related risks and recommending effective actions to mitigate portfolio risks.
- Works collaboratively with Strategy team to ensure alignment with enter-prise-wide business planning and strategic priorities.
- Supports effective Strategic Workforce Planning for the Change function working with P3O, delivery and People teams.
- Works with Finance teams to support short term and long-term financial planning for Change budgets.
- Ongoing oversight re planning framework adoption.
- Continuous improvement to planning framework.
- Develop what if capacity modelling capability - linked to risk modelling.
- Champions change framework and promotes / enforces adoption and adherence.
- Works collaboratively and cohesively with the other P3O services and service owners to ensure a joined up and robust service offering.
- Provides advice and guidance on the tailoring of P3O governance at Project and Programme levels.
Skills, Experience & Qualifications
- Educated to degree level in a relevant subject or equivalent experience.
- Relevant Change qualification or equivalent experience.
- Significant experience of designing, embedding and leading Change planning activities on a portfolio of significant scale and complexity.
- Knowledge of Change resource management and capacity planning.
- Knowledge of risk management frameworks.
- Knowledge and experience of financial services/ payments sector is desirable.
- Understanding of Pay.UK regulatory requirements.
- Extensive stakeholder management experience at all levels of an organisation, especially at Board and C-Suite levels.
- Effective planning and coordination skills and the ability to understand complex requirements and translate them into effective solutions.
- Effective stakeholder management skills and the ability to secure engagement and buy in for strategies and initiatives.
- Effective communication and influencing skills, understanding the issues senior leaders face to deliver effective business led decisions.
- Agility and flexibility to adapt to changing work environments.
- Strong analytical skills and ability to interpret and translate data insights into business issues and drive evidence-based decision making.
- Resilience and the ability to handle multiple competing priorities.
- Ability to write and present Executive and Board level reports.
- Highly IT and Systems literate with a good understanding of resource management systems and their application.
