As we expand our footprint in the Irish public sector, we’re looking for a highly skilled BID Manager to lead our tender process, from strategy and writing to submission and post-bid analysis.

 

The Role:

  • We’re seeking a strategic, detail-oriented Bid Manager to own the full lifecycle of public-sector bids and tenders, including eTenders portal assessment, framework submissions (OGP/ICT Lots), drafting compelling responses, coordinating internal teams and managing clarifications.
  • This role combines strong project management, strategic thinking, excellent writing and tight collaboration with commercial and delivery teams.
  • Responsible for overseeing the entire tender process, from identifying opportunities to submitting proposals. This involves coordinating with internal teams, gathering information and preparing comprehensive and compelling proposals.

 

Key Responsibilities:

Tender Scanning & Opportunity Assessment

  • Monitor eTenders and bid platforms; evaluate opportunities alongside the commercial team.
  • Lead go/no-go decisions based on strategic fit, capability, timelines and commercial viability.

Strategy & Value Proposition

  • Define win themes and value-driven messaging in partnership with commercial, delivery, and senior leadership.
  • Contribute to bid and panel strategies (e.g. under OGP, ICT Lots) by analysing evaluation criteria and competitor positioning.

End-to-End Bid Management for Public & Private Clients

  • Plan, coordinate, and manage submission timelines in liaison with relevant practice and delivery stakeholders.
  • Lead the drafting and editing of high-quality responses: methodology, experience, case studies, pricing, resource planning.
  • Collaborate on visual proposal design (utilising in-house or external designers).

Team & Stakeholder Coordination

  • Bring together commercial and delivery teams to align strategy, clarify resource availability and build compelling submissions.
  • Provide coaching and briefing to SMEs preparing to present or clarify proposals.
  • Internal post-tender presentations to leadership and delivery teams.

Post-Submission Activity

  • Manage clarifications and tender dialogue.
  • Conduct win/loss reviews, capture learnings, update assets for future bids.

Content Management

  • Maintain a central bid library including templates, case studies and boilerplate.
  • Ensure content is up-to-date, branded and compliant with bid requirements.

Metrics & Continuous Improvement

  • Track bid performance metrics, win rates, timelines, cost, reporting to leadership.
  • Identify opportunities to improve the bid management process and implement best practices.

 

Ideal Candidate Profile:

  • Extensive experience managing bids/tenders (ideally within professional services, consulting, ICT or legal environments).
  • Expert knowledge of Irish public procurement: eTenders, OGP frameworks, ICT Lots, RFT/PQQ/RFP/ITT formats.
  • Excellent written and visual communication skills, with strong attention to detail and persuasive capability.
  • Proven project management and coordination skills, able to juggle multiple bids in parallel.
  • Comfortable influencing senior stakeholders, commercial leads, delivery managers, SMEs and external partners.
  • Tech-savvy with tools like MS Office, SharePoint, bid-tracking systems, and ideally a CRM like Dynamics, HubSpot or Salesforce.
  • Proactive, autonomous, with strong analytical skills and a commitment to continuous improvement.
