About The Role

As the Community Engagement & Government Affairs Manager (Norway), you will be the face of Nscale for local
municipalities, regional authorities, and the host communities of our high-tech AI infrastructure. Your mission is to ensure Nscale is recognised as a responsible, value-adding neighbour by bridging the gap between our technical operations and local stakeholders. You will report to the MD Scandinavia and work day-to-day with Norwegian site teams to foster trust and community involvement.

 

What You'll be Doing

 

  • Local Stakeholder Management: Serve as the primary contact for mayors, local councils, and
    community leaders in existing and future site locations.
  • Community Investment: Design and lead "Good Neighbor" programs, including STEM
    educational partnerships with schools and support for local sports and culture.
  • Permitting & Regulatory Support: Collaborate with site leads to navigate local zoning
    (reguleringsplaner), building permits, and environmental impact assessments.
  • Heat Recovery Initiatives: Facilitate partnerships with local industries or municipalities for
    excess heat utilization projects, such as district heating or greenhouse systems.
  • Public Speaking: Represent Nscale at town hall meetings and industry forums like IKT-Norge
    or the Norwegian Data Center Industry association.
  • Legislative Advocacy Support: Monitor local policy developments related to power grid
    access and the Data Center Strategy.

 

About You (Skills / Qualifications)

 

  • Political Knowledge: Deep understanding of the Norwegian political system, from
    municipal councils to the national level.
  • Experience: 8+ years in community relations, public affairs, or regional development,
    ideally in the infrastructure, energy, or tech sectors.
  • Native Communication: Flawless written and spoken Norwegian (required for council
    meetings) and professional proficiency in English.
  • Negotiation Skills: Proven ability to find "win-win" solutions balancing commercial needs
    with community concerns regarding land and energy use
  • Education: Degree in Political Science, Law, Public Administration, or Communications.
  • Mentality: A passionate "Hjertesak" approach to how high-tech investment can revitalize
    regional Norwegian communities.

Nice to have:

  • Grid Knowledge: Understanding of the Norwegian power market (Statnett, RME) and how
    "grid queues" and capacity allocations work.
  • Local Network: Pre-existing relationships with the Ministry of Local Government and
    Regional Development or Innovasjon Norge.
  • Crisis Experience: Experience managing community pushback or local media "storms"
    regarding infrastructure projects.
  • Sustainability Credentials: Familiarity with ESG reporting and how local community
    engagement feeds into global sustainability targets.
