
Senior Electrical & Instrumentation Engineer
Purpose / Mission:
Serve as the owner's electrical and instrumentation discipline authority for the 2.5 Mtpa green Direct Reduced Iron (DRI) / Hot Briquetted Iron (HBI) plant in Duqm, Oman. Lead all aspects of electrical engineering, instrumentation and control, grid connection, and power integration from pre-FID through FEED, EPC tender, construction and commissioning. Provide technical direction and assurance across high-voltage infrastructure, main receiving substation, plant electrical distribution, instrumentation and control systems, and the owner's interface with the grid operator and power suppliers.
Key Responsibilities:
- Lead the owner's electrical and instrumentation engineering review, approval and assurance process across all plant areas, including the DRI/HBI plant, Balance of Plant, utilities, materials handling, and supporting infrastructure.
- Lead the engineering definition and delivery of the main receiving substation and high-voltage infrastructure, including grid connection design, transformer sizing, and interface with the Omani grid operator.
- Own the plant electrical distribution strategy, including medium-voltage and low-voltage distribution, motor control, standby power, uninterruptible supply, and emergency power systems.
- Lead the instrumentation and control philosophy for the plant, including DCS architecture, control system integration across packages, field instrumentation standards, safety instrumented systems, and cybersecurity considerations.
- Provide the technical basis for commercial negotiations with the grid operator and renewable power providers, including load profiles, power factor, harmonic performance, reliability requirements, and consumption profiles under nominal, ramp-up and turndown conditions.
- Provide electrical and instrumentation input to specifications, tender documentation, technical evaluations and award recommendations for the EPC and equipment packages.
- Review and approve electrical and instrumentation deliverables from the Owner's Engineer and EPC contractors, including single-line diagrams, load lists, equipment datasheets, cable schedules, control system architecture, and functional specifications.
- Lead electrical and instrumentation input to HAZID, HAZOP, SIL assessment, LOPA and related process safety studies.
- Interface with process, mechanical, civil and materials handling disciplines to ensure integrated plant design, construction and commissioning.
- Review and ensure compliance with international electrical and instrumentation design codes (IEC, IEEE, ISA, NFPA) and applicable Omani regulatory requirements.
- Provide electrical and instrumentation technical leadership during factory acceptance testing, site acceptance testing, construction supervision, energisation, and commissioning activities.
- Contribute to the development and mentoring of electrical and instrumentation engineering resources as the in-country team grows from pre-FID into execution.
Requirements / Skills / Experience:
- Minimum 15 years' experience in electrical and instrumentation engineering on large heavy industrial process plants.
- Strong preference for direct experience on DRI, ironmaking, steelmaking, petrochemical, fertilizer, refinery or analogous power-intensive heavy process plant projects.
- Experience across the full project lifecycle: FEED, detailed design, procurement, construction supervision, energisation and commissioning.
- Strong command of high-voltage power systems, main receiving substations, transformers, switchgear, and grid connection engineering.
- Experience interfacing with national or regional grid operators on connection agreements, system studies, and compliance requirements.
- Experience providing technical support to commercial negotiations for power supply and renewable power offtake arrangements.
- Strong command of instrumentation and control systems, including DCS architecture, safety instrumented systems, field instrumentation, and control system integration across multiple EPC packages.
- Demonstrated familiarity with IEC, IEEE, ISA, NFPA and other international electrical and instrumentation design codes.
- Experience specifying equipment, evaluating bids, and managing vendor and contractor electrical and instrumentation engineering deliverables.
- Prior GCC or extreme-environment project experience is a strong plus, including experience with high ambient temperature and coastal operating conditions.
- Demonstrated ability to work as a senior technical authority in a lean owner's team environment.
- Strong communication, technical writing, and review skills.
- Comfortable operating within a multi-package contracting environment and managing interfaces across contractors, utility providers and authorities.
Required Education / Qualification / Training:
- Bachelor's degree in Electrical Engineering, Instrumentation & Control Engineering, or a closely related discipline (required).
- Master's degree in Electrical, Instrumentation or Control Systems Engineering (preferred).
- Chartered Engineer, Professional Engineer or equivalent internationally recognized professional status (preferred).
- Member of a recognized professional engineering institution (e.g. IET, IEEE, ISA) (preferred).
