
Senior Civil & Structural Engineer
Purpose / Mission:
Serve as the owner's civil and structural discipline authority for the 2.5 Mtpa green Direct Reduced Iron (DRI) / Hot Briquetted Iron (HBI) plant in Duqm, Oman. Lead all civil, structural, geotechnical and site infrastructure aspects of the project from pre-FID through FEED, EPC tender, construction and commissioning. Provide technical direction, assurance and review across foundations, structural steel, buildings, site infrastructure, port-related civil works, and the Owner's interface with the port development partner on civil scope.
Key Responsibilities:
- Lead the owner's civil and structural engineering review, approval and assurance process across all plant areas, including process plant foundations and structures, balance of plant, materials handling structures, buildings, and site infrastructure.
- Lead the owner's engineering of site preparation, earthworks, site grading, drainage, roads, and on-site civil infrastructure.
- Lead the geotechnical investigation programme, including specification, contractor management, and integration of geotechnical findings into foundation design and earthworks planning.
- Provide civil and structural input to specifications, tender documentation, technical evaluations and award recommendations for the EPC and supporting packages.
- Review and approve civil and structural deliverables from the Owner's Engineer and EPC contractors, including foundation designs, structural drawings, calculations, material specifications, and as-built documentation.
- Lead the owner's interface with the port development partner on the civil and structural scope at the port-plant boundary, including conveyor corridor civil works, pipe rack interfaces, and shared site infrastructure.
- Interface with mechanical, process, electrical, instrumentation and materials handling disciplines to ensure integrated plant design and construction.
- Review and ensure compliance with international civil and structural design codes (Eurocode, ACI, AISC, ASCE) and applicable Omani regulatory requirements.
- Support cost estimate development for civil, structural and site infrastructure scope to the level of accuracy required for FID.
- Provide civil and structural technical leadership during construction supervision, structural completion, and handover.
- Contribute to the development and mentoring of civil and structural engineering resources as the in-country team grows from pre-FID into execution.
Requirements / Skills / Experience:
- Minimum 15 years' experience in civil and structural engineering on large heavy industrial process plants.
- Strong preference for direct experience on integrated steel, ironmaking, petrochemical, fertilizer, refinery, mining or analogous heavy industrial greenfield projects.
- Experience across the full project lifecycle: site investigation, FEED, detailed design, construction supervision and handover.
- Strong command of foundations (including pile foundations and heavy machine foundations), structural steel, reinforced concrete, buildings, and industrial site infrastructure.
- Demonstrated familiarity with Eurocode, ACI, AISC, ASCE and other international civil and structural design codes.
- Geotechnical engineering knowledge, including site investigation specification, soil-structure interaction, and ground improvement techniques.
- Experience working at the port-plant interface, including civil interfaces with quay walls, jetties, conveyor corridors, and shared port infrastructure, is a strong advantage.
- Experience specifying civil works, evaluating bids, and managing vendor and contractor civil engineering deliverables.
- Prior GCC or extreme-environment project experience is a strong plus, including experience with high ambient temperature, coastal exposure, and applicable seismic considerations.
- Demonstrated ability to work as a senior technical authority in a lean owner's team environment.
- Strong communication, technical writing, and review skills.
- Comfortable operating within a multi-package contracting environment and managing interfaces across contractors and external infrastructure partners.
Required Education / Qualification / Training:
- Bachelor's degree in Civil or Structural Engineering (required).
- Master's degree in Civil, Structural or Geotechnical Engineering (preferred).
- Chartered Engineer, Professional Engineer or equivalent internationally recognized professional status (preferred).
- Member of a recognized professional engineering institution (e.g. ICE, IStructE, ASCE) (preferred).
