HR Manager - (Oman)

Purpose/ Mission:

The HR Manager is responsible for leading the human resources function within the steel manufacturing company, ensuring the development and implementation of HR strategies, policies, and programs that support the organization's objectives. This role requires strong leadership, communication, and interpersonal skills, as well as in-depth knowledge of HR best practices and labor laws. The HR Manager will play a key role in recruiting and retaining top talent, fostering a positive work environment, and driving employee engagement and performance.

Key Responsibilities:

  • Develop, review, and implement company HR policies and procedures to ensure alignment with Omani labor laws and international best practices.
  • Ensure compliance with legal and regulatory requirements in all HR processes, including audits, reporting, and documentation.
  • Oversee the collection, management, and protection of employees' personal data in line with data privacy regulations.
  • Lead communication of HR policies, updates, and programs to all employees; act as a key point of contact for HR-related matters.
  • Supervise and ensure the accuracy of payroll processing for employees in Oman, in collaboration with Finance and external vendors.
  • Design, oversee, and continuously improve employee benefits programs to enhance retention and employee satisfaction.
  • Manage full-cycle recruitment, working closely with external partners and internal hiring managers—oversee sourcing strategy, interviews, selection, and offer negotiation.
  • Oversee visa and work permit processes for international staff, ensuring legal compliance and timely renewals.
  • Act as a strategic partner to business leaders by participating in cross-functional initiatives to drive employee engagement, performance, and operational effectiveness.
  • Guide and support line managers in developing and delivering employee development programs—including leadership development, DE&I (diversity, equity & inclusion), and performance management training.
  • Serve as a trusted advisor to department heads and supervisors on employee relations, disciplinary procedures, and conflict resolution.
  • Monitor HR trends, laws, and emerging practices; provide recommendations for continuous improvement and strategic initiatives.
  • Lead or contribute to HR projects related to organizational growth, cultural integration, and internal communications.
  • Provide hands-on support to the Director of Operations in matters related to people management, compliance, and organizational development.

Support the Director Operations in all relevant tasks where requested.

Requirements/ Skills/ Experience:

  • Omani nationals only
  • Minimum of 8-10 years of experience in human resources management, preferably in the steel industry or a related manufacturing sector.
  • In-depth knowledge of labor laws, regulations, and HR best practices in Oman.
  • Has expertise in work permits/visa matters.
  • Strong understanding of HR processes, including recruitment, employee relations, performance management, training, and development.
  • Excellent communication and interpersonal skills.
  • Exceptional written and verbal communication skills in both Arabic and English.
  • Ability to handle sensitive and confidential information with discretion and professionalism.
  • Strong analytical and problem-solving skills.
  • Ability to thrive in a fast-paced and dynamic work environment.
  • Certification in Human Resources (e.g., PHR, SPHR) is a plus.

Required Education/ Qualification/ Training:

  • Bachelor’s degree in Human Resources Management, Business Administration, or a related field. Master’s degree preferred.
  • A Master's degree in Human Resource Management or a related field will be an advantage.

Required Language Proficiency:

English - Fluent
