External Affairs & Partnerships Manager - (Oman)

Purpose/ Mission:

The External Affairs & Partnership Manager will lead all government relations, stakeholder engagement, and strategic partnerships for Meranti Green Steel in Oman. This role is critical in positioning the company as a key player in Oman’s industrial and energy transition ecosystem, while securing strong relationships with government entities, regulators, investors, and strategic partners. The successful candidate will act as the company’s “external bridge,” ensuring alignment with national priorities, facilitating approvals, and unlocking long-term value through partnerships across the green steel, hydrogen, and energy value chain.

Key Responsibilities:

Government & Regulatory Affairs

  • Develop and execute a comprehensive government engagement strategy
  • Build and maintain strong relationships with:
  • Ministries (Energy, Commerce & Industry, Environment, Investment)
  • Regulatory authorities and free zone entities
  • Support:
  • Licensing, approvals, and policy alignment
  • Advocacy on regulatory and policy matters
  • Monitor and analyze
  • Policy developments impacting green steel, hydrogen, and industrial sectors

Strategic Partnerships & Ecosystem Development

  • Identify, develop, and manage strategic partnerships across:
  • Energy suppliers (renewables, hydrogen)
  • Offtakers and industrial customers
  • Infrastructure and logistics providers
  • Lead negotiations and structuring of:
  • MoUs / partnership agreements
  • Strategic collaboration frameworks
  • Support development of an integrated green steel ecosystem in Oman

Stakeholder Engagement & Positioning

  • Develop and implement a stakeholder engagement plan:
  • Government
  • Investors
  • Local communities
  • Industry associations
  • Position Meranti Green Steel as a thought leader in:
  • Decarbonization
  • Green industrial development
  • Represent the company in:
  • Conferences, forums, and high-level meetings

Corporate Affairs & Communications (Strategic Layer)

  • Work with internal teams to align:
  • External messaging
  • Public positioning
  • Support:
  • Strategic communications
  • ESG and sustainability narratives
  • Ensure consistency of messaging with national and international stakeholders

Project Development Support

  • Support project milestones by:
  • Facilitating government coordination
  • Accelerating approvals and stakeholder alignment
  • Act as a bridge between:
  • Internal teams (legal, project, commercial)
  • External stakeholders

Support the Director Operations in all relevant tasks where requested.

Requirements/ Skills/ Experience:

  • 10–15+ years of experience in:
  • Government relations
  • External affairs
  • Strategic partnerships
  • Strong experience in:
  • Large-scale industrial, energy, or infrastructure projects
  • Deep understanding of:
  • Oman / GCC regulatory and business environment

Established network with government and industry stakeholders in Oman is highly preferred

Required Education/ Qualification/ Training:

Bachelor’s or Master’s degree in: Business, Economics, Political Science, International Relations, or related field

Required Language Proficiency:

English - Fluent
