Governance & Institutional Excellence Manager - 1-Year Engagement

Location: Riyadh, KSA.
Years of Experience: 7-10 years of relevant experience.
Project Duration: 1 year.
Working Arrangement: on-site.
Language Requirements: Fluency in Arabic & English (written and spoken).
Starting Date: as soon as possible.

We are seeking a Governance & Institutional Excellence Manager to support a large-scale transformation program within the public sector. The role focuses on designing and implementing governance frameworks, operating models, and institutional excellence initiatives to enhance operational efficiency, regulatory alignment, and cross-entity coordination. The selected candidate will work closely with multiple stakeholders to assess current operating environments, design improved processes and value chains, and develop policies and procedures that enable sustainable institutional performance.


Key Requirements

  • 7–10 years of hands-on experience in organizational and business transformation initiatives.

  • Previous experience within a Big Four consulting firm, particularly in transformation, strategy, operating model design, or institutional excellence programs.

  • Demonstrated involvement in large-scale government transformation initiatives, particularly in finance, revenue, shared services, or public-sector modernization.

  • Strong expertise in designing end-to-end value chains across multi-entity ecosystems.
  • Proven proficiency in Lean Six Sigma methodologies, including process improvement and operational diagnostics.

  • Deep knowledge of SIPOC modeling, process scoping, problem definition, and operational assessment techniques.

  • Experience in developing high-level process maps and translating them into detailed, executable workflows.

  • Strong capability in building BPMN-based process maps and converting them into operational procedures.

  • Experience identifying process automation opportunities, workflow improvements, and process control points.

  • Hands-on experience designing Target Operating Models (TOM) including governance structures, organizational design, roles, and operational enablers.

  • Proven experience in developing policies, procedures, governance frameworks, and regulatory compliance guidelines.

  • Ability to develop comprehensive guidance documentation including purpose and scope, process steps, RACI structures, inputs/outputs, controls, templates, best practices, and data flow and system interactions.

  • Experience designing internal controls and governance models within governmental environments.

  • Demonstrated experience in ensuring cross-entity alignment and regulatory compliance across multiple stakeholders.

  • Experience implementing operational excellence and institutional excellence frameworks.

  • Proven ability to conduct gap assessments, maturity assessments, and capability development initiatives.


Other Qualifications

  • Bachelor’s degree in Business Administration, Engineering, Public Administration, Industrial Engineering, or a related field.

  • Excellent communication and stakeholder management skills in client-facing environments.
  • Ability to work effectively under tight timelines in high-visibility strategic programs.

  • Ability to translate complex transformation concepts into practical, implementable solutions.

Key Responsibilities

  • Design and implement governance frameworks, policies, and operating procedures to support institutional excellence and operational effectiveness.

  • Develop and document Target Operating Models (TOM) including governance structures, roles, capabilities, and enabling mechanisms.

  • Conduct process and value chain design across multi-entity ecosystems to enhance efficiency and clarity of responsibilities.

  • Lead the development of end-to-end process maps using BPMN and other process modeling techniques.

  • Identify process improvement, automation, and workflow optimization opportunities across organizational functions.

  • Develop comprehensive standardized guidance documents covering process steps, RACI matrices, inputs/outputs, control mechanisms, templates, and best practices.

  • Perform gap and maturity assessments to identify areas for institutional and operational improvement.

  • Support the design and implementation of operational and institutional excellence frameworks.

  • Ensure alignment of processes, governance structures, and policies with relevant regulations and mandates.

  • Facilitate cross-entity coordination and stakeholder engagement to support the successful delivery of transformation initiatives.

  • Support the development of capability-building initiatives to strengthen institutional performance and governance practices.
