Country HR Lead

To support our rapidly growing presence in Germany, we’re looking for a dedicated HR Lead to join our Munich office. In this role, you will take ownership of a wide range of HR processes and activities, support our employees throughout the full HR lifecycle, and help shape our local employee experience.
This is a unique opportunity to build and strengthen JetBrains’ HR function in Germany while staying connected to a global HR community.
As part of our team, you will:
- Represent JetBrains’ HR function in Germany (Berlin and Munich).
- Develop, implement and improve local HR strategies, policies, systems, and benefits aligned with our global HR approach.
- Oversee hiring, onboarding, development, and offboarding processes for employees in Germany.
- Strengthen JetBrains' employer brand in the German market by promoting our culture, values, and presence in the local tech community.
- Ensure compliance with German labor law, social security regulations, health & safety requirements, and other statutory obligations.
- Provide internal consultation on German employment law, compensation, benefits, immigration, work permits (incl. EU Blue Card), and other local HR topics.
- Cooperate with local authorities, legal advisors, payroll providers, tax consultants, and external agencies.
- Support communication with government institutions.
- Partner closely with our global HR, payroll, legal, and tax teams to ensure seamless HR operations.
- Actively contribute to local and global HR initiatives and projects.
Requirements:
- 5+ years of experience as an HR Manager in an international environment.
- Strong knowledge of German labor law, social security system, and local market HR practices.
- Experience handling immigration topics and cooperation with German authorities (e.g., Ausländerbehörde, Agentur für Arbeit).
- Hands-on experience with payroll processes, data protection regulations, and HR compliance in Germany.
- Excellent communication skills and a collaborative, people-focused mindset.
- Creativity and proactivity in solving HR challenges and improving processes.
- Experience working with authorities, external service providers, and consulting partners.
- Proficiency with MS Office (especially Excel) and HRM systems.
- Experience in the HR department of an IT or tech company would be an advantage.
- Fluent in German and English (spoken and written).
