We are now bringing the same innovation to healthcare to ensure every Rwandan has access to efficient, high-quality digital health services. Building on the legacy of Babyl Rwanda, which introduced telemedicine in 2016 and delivered over 3.5 million consultations in seven years through USSD and voice calls, and was integrated with health facilities for diagnostics, prescriptions, and referrals.
Our first step is the launch of a national-scale telemedicine platform, designed to expand access and convenience, enabling services that can only be better delivered via telemedicine, such as remote consultations, chronic disease management, and preventive care follow-ups. It also sets a new paradigm for healthcare delivery by leveraging advanced technologies, including AI, to improve diagnosis, personalize care, and optimize health system efficiency.

The Opportunity
We are seeking a Data Analyst & Monitoring, Evaluation and Learning (MEL) Associate to play a critical role in enabling data-driven platform performance management, learning, and decision-making.
This role sits at the intersection of data analytics, digital health performance monitoring, and evaluation. The individual will be responsible for analyzing platform data, developing dashboards and reports, and generating insights that support clinical quality, platform performance, user experience, and continuous improvement.
The role directly supports Clinical Governance, Product, Engineering, Operations, and MEL stakeholders, ensuring that data is translated into actionable insights that strengthen service delivery and inform strategic decisions, policy across the TeleClinic platform.
The position is offered on an 18-month fixed-term contract, aligned with the implementation, optimization, and learning phase of the national TeleClinic platform.
Key Responsibilities:
- Dashboarding, Data Analysis & Reporting
- Build, maintain, and continuously improve dashboards and analytical reports for stakeholders across executives, clinical teams, operations, and partners.
- Track and report on key platform metrics, including consultation volumes, patient wait times, service turnaround times, referral outcomes, follow-up rates, and selected disease and case patterns.
- Produce clear analytical summaries that highlight trends, insights, and actionable recommendations.
- Clinical Quality Analytics & Governance Support
- Develop, track, and analyze clinical quality indicators, including: Consultation outcomes, Adherence to clinical protocols, Referral patterns and follow-up rates, Continuity of care, and selected chronic disease management metrics
- Provide evidence-based insights to support the Clinical Governance Committee in evaluating the quality of care, service effectiveness, and clinician performance.
- Identify risks, gaps, and opportunities for quality improvement based on data.
- Monitoring, Evaluation & Impact Assessment
- Support the implementation of the TeleClinic platform’s Monitoring, Evaluation & Learning (MEL) framework, including indicator definitions, tracking, and reporting processes.
- Monitor platform performance against agreed objectives and indicators.
- Contribute to impact assessments, evaluations, and learning reviews by analyzing outcomes related to access to care, quality, efficiency, and user experience.
- Support evidence generation to inform continuous improvement and strategic decision-making.
- Product, User & Platform Analytics
- Analyze patient, clinician, and partner behavior across USSD, voice, web, and mobile channels.
- Identify drop-offs, friction points, and usage patterns that affect platform adoption, experience, and outcomes.
- Support experimentation, pilots, and A/B testing to evaluate new features, workflows, and AI-enabled interventions by tracking performance and results over time.
- Learning, Communication & Stakeholder Engagement
- Translate complex analytical findings into clear, actionable insights for non-technical audiences.
- Prepare dashboards, briefs, and presentations to support reviews, learning sessions, and stakeholder discussions.
- Contribute to the documentation of lessons learned and best practices to strengthen platform learning and improvement.
Qualifications:
Required Skills & Experience:
- Bachelor’s degree in Data Science, Statistics, Public Health, Monitoring & Evaluation, Health Informatics, Computer Science, or a related field.
- 3+ years of experience in data analysis, monitoring & evaluation, business intelligence, or a similar role.
- Strong proficiency in SQL and experience working with structured datasets.
- Experience building dashboards and reports using BI tools such as Power BI, Tableau, Metabase, or Superset.
- Experience using product analytics tools (e.g., Mixpanel) to analyze user behavior, funnels, retention, and conversion across digital platforms.
- Working knowledge of A/B testing and experimentation, including hypothesis definition, success metrics, and result interpretation.
- Ability to translate data into clear, actionable insights for non-technical stakeholders.
- Strong attention to data quality, accuracy, and documentation.
Preferred Skills
- Experience supporting Monitoring, Evaluation & Learning (MEL) frameworks or evaluations, especially in digital health or social impact contexts.
- Understanding of healthcare service delivery or clinical quality metrics.
- Basic experience with Python or R for analysis or automation.
- Experience working with government institutions, donors, or development partners.
