Terms of Reference - AI Product Manager, Consultant
The Opportunity
Irembo is seeking a mission-driven AI Product Manager to lead a key initiative of IremboAI strategy. This project aims to pilot a new paradigm of public service delivery in Rwanda by deploying inclusive, AI-powered tools, specifically a Multilingual Chatbot and a Voice Assistant (Virtual Agent). In this role, you will bridge the gap between complex AI technologies (LLMs, Voice AI) and the needs of Rwandan citizens, particularly underserved populations (those with disabilities, low literacy, or living in rural areas). You will oversee the transition from Phase 1 (Chatbot Pilot) to Phase 2 (Voice Assistant), ensuring our solutions are accessible, secure, and accurate in Kinyarwanda, English, and French.
Key Responsibilities:
Product Strategy & Roadmap (Chatbot & Voice)
- Refine Phase 1 (Chatbot): Oversee the evolution of the current chatbot from FAQ assistance to full transactional capabilities (Step-by-step guidance and interactive self-service), and pilot it successfully with agents and citizens.
- Lead Phase 2 (Voice Assistant): Define and pilot the roadmap for the AI Voice Assistant, enabling citizens to navigate services via natural language voice commands.
- Open Source Strategy: Manage the packaging and release of specific AI tools as open-source solutions to contribute to the local tech ecosystem.
AI Development & Data Management
- Kinyarwanda Accuracy: Collaborate with partners (e.g., Digital Umuganda) to oversee the collection and validation of 10,000 hours of Kinyarwanda voice datasets to mitigate language barriers.
- Error Prevention: Design user flows where the AI proactively suggests corrections to minimize application errors (target: 40% reduction in error rates).
User Experience & Accessibility
- Inclusive Design: Champion features for users with visual impairments and low digital literacy, ensuring the Voice Assistant offers a truly hands-free, intuitive experience.
- User Testing: Conduct pilots to gather feedback and refine the "human-like" quality of interactions.
Stakeholder Management
- Cross-Functional Leadership: Coordinate with Engineering, Security, Legal, and Marketing teams to drive delivery and manage risks.
Qualifications:
Required Skills & Experience
- Experience: 3–5+ years in Product Management, with at least 1–2 years specifically managing AI, Machine Learning, or Data products.
- Technical Proficiency: Strong grasp of Natural Language Processing (NLP), LLMs (e.g., Llama, GPT architectures), and Voice technologies (STT/TTS).
- Language: Native or professional fluency in English and Kinyarwanda.
- Project Management: Proven ability to manage strict timelines and deliverables.
- User-Centric Mindset: Demonstrated experience building products for diverse user bases, specifically designing for low-literacy or accessibility-challenged groups.
- Data Privacy: Understanding of data protection regulations and experience deploying secure/on-premise software solutions.
Preferred Skills
- Language: Fluency in French is a strong plus.
- Open Source: Experience contributing to or managing open-source software projects.
- Strategic Communication: Ability to translate complex AI concepts for non-technical government stakeholders.
