Terms of Reference - Data Analytics Engineer, Consultant
The Opportunity
Irembo is seeking a detail-oriented Data Analytics Engineer to drive the Monitoring & Evaluation (M&E) framework for the "IremboAI" initiative. This project aims to transform public service delivery through a Multilingual Chatbot and Voice Assistant. In this role, you will sit at the intersection of data engineering and business analysis. You will be responsible for transforming raw data from voice logs, chatbot interactions, and service applications into actionable insights. Your primary focus will be building the analytical infrastructure to measure the project's success against strategic objectives (e.g., accessibility reach, error reduction, and digital literacy impact).
Key Responsibilities:
M&E & Impact Reporting
- KPI Tracking: Design and maintain automated dashboards to track critical project metrics, specifically: Inclusivity, Efficiency, and Adoption.
- Impact Analysis: Conduct deep-dive analyses to validate if voice interactions are effectively reducing barriers for users, mainly for users in rural, low literacy, or with disabilities.
Analytics Engineering & Data Pipelines
- Data Modeling: Build and maintain production-grade data models (using SQL/dbt) to transform raw logs from the AI Chatbot and Voice Assistant into analysis-ready datasets.
- Pipeline Management: Orchestrate data flows from operational databases and AI inference logs into our data warehouse/lakehouse for reporting.
- Data Quality: Implement automated tests to ensure the accuracy and consistency of reporting data, ensuring that M&E reports are based on a "single source of truth."
AI Performance Monitoring
- Conversation Analysis: Analyze conversation logs to identify high-friction points, user drop-offs, and misunderstanding rates in Kinyarwanda voice inputs.
- Error Rate Reduction: Collaborate with Product Managers to identify specific user errors and measure the effectiveness of AI interventions in reducing them (Target: 40% reduction).
Data Privacy & Governance
- PII Management: Ensure all analytics datasets are anonymized in compliance with Rwandan data protection laws, specifically regarding sensitive citizen data used for impact reporting.
Qualifications:
Required Skills & Experience
- Experience: 3+ years in Data Analytics, Analytics Engineering, or Business Intelligence.
- Technical Proficiency:
- SQL: Expert-level SQL skills for complex querying and data modeling.
- Python: Proficiency in Python for data manipulation and scripting.
- BI Tools: Strong experience with visualization tools (e.g., Metabase, Power BI, Tableau, or Superset).
- Transformation: Experience with data transformation tools like dbt (data build tool).
- Analytical Mindset: Proven ability to translate vague business questions into concrete quantitative metrics.
Preferred Skills
- M&E Experience: Prior experience working on social impact projects or designing M&E frameworks for international development standards.
- Language: Knowledge of Kinyarwanda is highly preferred to understand the context of voice/chatbot data analysis.
- AI/NLP Metrics: Familiarity with evaluating NLP model performance (WER, precision/recall, intent classification accuracy).
- Infrastructure: Familiarity with on-premise data stacks.
