Commissioner Liaison Officer

Role Purpose:
The Commissioner Liaison Officer is responsible for generating and securing qualified, attended meetings with key UK Commissioning Organisations across the Complex Care portfolio, including, but not limited to, Integrated Care Boards (ICBs), Local Authorities and Private Case Managers and other stakeholders where relevant to the organisation’s services, and under the direction of the Service Development Manager. The role also supports access to senior executive and C-suite decision-makers aligned to the organisation’s community services offering.
The role contributes to the organisation’s business development pipeline by identifying opportunities, engaging stakeholders professionally, qualifying prospects against agreed criteria and arranging high-quality meetings that support sustainable growth. The role acts as an ambassador for the organisation, ensuring all interactions reflect its values, professionalism and commitment to improving outcomes for people receiving care.


Responsibilities
Market Research & Pipeline Development:
• Identify and research commissioning organisations, healthcare stakeholders and prospective customers across designated geographical areas.
• Monitor market intelligence, commissioning developments and organisational changes relevant to target accounts.
• Identify opportunities that support the business development pipeline.
Stakeholder Engagement & Relationship Management:
• Proactively contact commissioners and senior decision-makers through telephone, email, LinkedIn (where appropriate) and other approved engagement methods.
• Build positive working relationships with UK Commissioning Organisations.
• Act as a professional ambassador for the organisation in all stakeholder interactions.
Appointment Generation & Opportunity Qualification:
• Secure qualified meetings with UK Commissioning Organisations but not limited to, Integrated Care Boards (ICBs), Local Authorities and Private Case Managers and other stakeholders where relevant to the organisation’s services for Business Development colleagues.
• Support access to executive and senior leadership stakeholders for the organisation community services offering.
• Qualify opportunities using agreed business development criteria before scheduling meetings.
• Communication of staffing capacity to commissioners
Meeting Coordination & CRM Management:
• Manage diaries and coordinate meetings efficiently between commissioners and Business Development colleagues.
• Maintain accurate CRM records and activity logs.
• Ensure customer information and activity are recorded accurately and in a timely manner.
Collaboration & Business Support:
• Work collaboratively with Business Development, Marketing and Operational teams to support campaigns and strategic priorities.
• Produce activity reports and contribute to pipeline forecasting.
• Share information and intelligence with relevant internal stakeholders to support business development activity.
Compliance & Information Governance:
• Ensure all activity complies with UK GDPR, confidentiality requirements and organisational policies.
• Maintain professional standards when handling customer information and business records.


Experience:
Essential:
• Experience in appointment setting, sales development, business development support and/or lead generation.
• Experience engaging with both decision-makers and influencers by telephone and email.
• Experience managing multiple priorities and maintaining accurate records.
• Experience using Customer Relationship Management (CRM) systems.
• Strong administrative and organisational skills.
• Excellent written and verbal communication skills.
