Our Governance team set out to support and monitor best practices for our clinicians to empower every young person to build the capabilities for long-term mental health to successfully navigate life’s challenges and experience a better quality of life.
The Head of Clinical Governance is a crucial role within the Clinical Governance team, tasked with ensuring comprehensive compliance and driving improvements across all aspects of clinical governance. Reporting to the Chief Clinical Officer, the Head of Clinical Governance will provide strategic leadership and direction, overseeing the development and implementation of the Clinical Governance Strategy. Key responsibilities include, but are not limited to:
- Delivering the Clinical Governance Assurance and Compliance work programme.
- Managing CQC registration and regulatory compliance.
- Conducting proactive audits and risk management.
- Fostering a culture of continuous quality improvement throughout the organisation.
The successful candidate will develop and implement the Clinical Governance Strategy, ensuring robust governance and assurance processes that support CQC regulated activity, registration, and compliance.

- Extensive senior leadership and management experience in healthcare organisations, at a manager/Head or director level.
- Comprehensive knowledge of quality improvement and regulation in healthcare.
- High-level interpersonal skills with the ability to handle sensitive information appropriately.
- Proven ability to create and implement processes that support strategic objectives.
- Demonstrated experience with CQC registration, compliance, and monitoring, as well as internal quality assurance systems.
- Experience with CQC relationship management.
- Understanding and implementation of Clinical Governance frameworks, including PSIRF and HQIP.
- Proven ability to work with internal and external stakeholders to drive continuous quality improvement.
- Experience with compliance, clinical governance, risk management, and audit, with in-depth knowledge of the clinical governance agenda.
- Ability to develop effective partnerships and collaborative working to drive continuous improvement.
- Champion continuous improvement and transformation.
RESPONSIBILITIES
Strategic and Leadership Responsibilities
- Implement the organisation's Clinical Governance culture and strategy.
- Develop and implement an annual Clinical Governance operational plan reflecting Healios' safety and quality improvement agenda.
- Ensure robust and integrated governance arrangements are in place, aligned with best practices.
- Contribute to Healios' strategy and participate in ad hoc projects as appropriate.
- Oversee and drive effective change and improvement.
Compliance and Assurance
- Manage CQC registrations, compliance, and internal assurance monitoring.
- Coordinate and implement internal Clinical Governance and compliance assurance processes.
- Lead on quality and clinical governance arrangements, safety, and risk management processes across the organisation.
- Develop the clinical governance and quality framework.
Policy Development
- Develop and maintain policies ensuring they are current, evidence-based, and properly catalogued.
Incident and Risk Management
- Monitor and coordinate the investigation of adverse events within the organization.
- Promote an open and fair culture to encourage incident reporting and ensure lessons are learned.
- Review trends in clinical incidents and complaints, ensuring root cause analysis is completed, and implement changes to improve quality, safety, and client experience.
- Oversee the clinical risk register, escalating areas of concern as appropriate.
- Oversee the Learning and Response Group to review national, regional or local learning is embedded into practice
- Oversee the Medication Safety Group, review MHRA alerts and risk assess for any actions as appropriate
- Undertake the role of IPC (infection prevention and control) lead to implement and oversee infection control strategies, conduct audits, provide expert guidance to clinical teams, and ensure compliance with protocols
Audit and Quality Improvement
- Develop the clinical quality and audit programme, ensuring robust systems are in place, and analyse recommendations and results.
- Oversee the audit and risk group, promoting evidence-based best practices and analysing data from governance and clinical learning projects.
- Work with clinical leads to ensure robust arrangements for monitoring national standard implementation, such as NICE guidance.
- Develop regular reporting for quality, governance, and safety agendas for subcommittees, task and finish groups, and the Healios Board.
External Engagement and Compliance
- Engage externally with Trust quality partners as required.
- Ensure monthly Board and associate KPI reporting is completed.
- Meet statutory reporting requirements to external regulators, such as CQC and HSE.
- Serve as the Supplier Relationship Owner for governance contracts.
Support and Advisory
- Regularly engage with Heads of Service to provide assurance and support improvement projects.
- Provide advice and support on clinical governance and support the implementation of Clinical Governance key objectives.
- Act as an advisor to clinical teams on matters of clinical policy and procedures.
- Support the RM and NI in regular updates for CQC requirements.
- Support the organization's Safeguarding processes.
- Undertake the roles of FTSU Guardian and Caldicott Guardian.
- Ensure DCB NHS digital compliance and act as Clinical Safety Officer.
- Deputise for the Head of Safeguarding and Clinical Risk in their absence.
- Undertake the role of H&S Lead
Qualifications
- Degree and/or qualified by experience.
- Evidence of Continuous Professional Development (CPD).
