About the Role

The Technical Regulatory Affairs Manager plays an important role in ensuring the company adheres to all technical regulations set forth by governing bodies and CST standards within the telecom sector. This position bridges the gap between technical operations and regulatory compliance.

What You Will Do

  • Interpret and Implement Regulations: Lead the interpretation and application of technical regulations, policies, and standards related to telecom technologies, including mobile networks, internet protocols, and MNP, ensuring they are seamlessly integrated into our operations.
  • Drive Regulatory Advocacy: Conduct in-depth technical analysis to support our regulatory advocacy efforts and contribute to developing forward-thinking policy initiatives.
  • Collaborate Across Departments: Provide expert technical guidance to cross-functional teams, including IT, Marketing, Sales Support, and Legal, ensuring that RegTech considerations are fully embedded in their strategies.
  • Ensure Compliance in Operations: Oversee the creation and implementation of robust technical procedures that guarantee ongoing regulatory compliance across all network operations.
  • Monitor and Address Compliance Risks: Continuously monitor the technical aspects of our network operations, proactively identifying and addressing areas of potential non-compliance.
  • Prepare and Review Submissions: Lead the preparation and review of technical submissions for regulatory authorities, including tech license applications and reports on outages and technical issues within the network.
  • Strategize for Regulatory Success: Develop strategic positions on technical regulatory issues, contributing to VM's readiness plans and broader corporate planning initiatives.
  • Engage with Regulatory Bodies: Act as a key point of contact with CST, clarifying technical requirements and responding to regulatory inquiries with precision and expertise.
  • Support Critical Projects: Provide specialized support for project leads on initiatives that focus on technical regulatory challenges, ensuring that compliance is maintained without compromising innovation.
  • Stay Ahead of Industry Trends: Keep abreast of evolving technical regulations, industry best practices, and new technologies, ensuring that our compliance strategies are always ahead of the curve.
  • Manage Fraud and Violations: Coordinate with Business Units, CST, and Security agencies to manage and resolve issues related to illegal activities, infringements, or third-party services.
  • Support Legal Proceedings: Offer technical support to the Legal department in responding to violations and objections from the Regulator, ensuring that our technical defenses are robust and well-articulated.

What You Will Need

  • Education: Bachelor’s degree in Engineering, Telecommunications, or a related field (Master's degree preferred).
  • Experience: Minimum 5 years of experience in a technical regulatory role within the Telecom sector.
  • Skills:
    • Strong understanding of national and international telecommunication regulations and standards.
    • Proven experience in developing and implementing regulatory compliance strategies.
    • Excellent analytical and problem-solving skills.
    • Strong communication, interpersonal, and negotiation skills.
    • Ability to work independently and manage multiple projects simultaneously.
    • Proficient in Microsoft Office Suite and regulatory compliance software (a plus).
