Technical Delivery Manager

A UK Government Security Check (SC) clearance is required for this role. If you don’t hold SC clearance, we will support you to apply assuming you have lived and worked in the UK for a minimum of 5 years. Due to project requirements, at least 12 months Central Government experience in the last 5 years is strongly preferred.
As Manager, Technical Delivery, you will have a hands-on background and lead our development teams in the delivery of digital and data products for our government clients on-time and on budget. You will be responsible for the quality of our products, from delivery assurance through to user experience, working in a fast-paced environment and instilling best practice, continual learning and improvement in our employees as well as managing a team covering various roles within the Delivery function.
Duties & Responsibilities:
- Leading an agile development team to deliver and improve products for our clients on time
- Work closely with the Product Owner to define the product roadmap and ensure the product backlog is maintained to enable successful delivery
- Work closely with Technical Architects and Security Managers to ensure continual compliance
- Ensuring technical debt is captured and prioritised appropriately on the backlog
- Communicate to the development team any externally impacting factors/considerations and also externally to stakeholders about internal context
- Provide technical leadership through coaching and mentorship to guide your development team towards successful delivery
- Engage in code reviews to ensure team members are contributing code that meets the short- and long-term goals of our projects, and help to steer low-level design decisions
- Take ownership of any impediments that occur within your team to ensure an appropriate solution is found, escalating where necessary
- Promote software quality by using Agile and lean development methodologies such as test driven development, continuous integration and continuous delivery
- Assess opportunities for application and process improvement and share with team members and/or affected parties
- Adhere to high-quality development principles while delivering on-time and on-budget
- Identify and encourage areas for development of individual team members
- Manage a cross-functional team with responsibilities including performance coaching and management, engagement and team building
- Mentor and drive the team to deliver to the standards our customers require
- Provide constructive and real-time feedback to your direct reports through goal setting, regular 1:1s, personal development conversations and annual appraisals
- Drive engagement, productivity and motivation through your team by analysing, discussing and acting on insights from the employee engagement survey specific to your area. Encourage team camaraderie and collaboration. Resolve any conflicts within the team promptly and effectively thus ensuring a positive and productive working environment
- Successfully onboard and train new hires, complete probation milestones and processes, create robust inductions and provide career development support and guidance
Essential Experience and Competencies:
The successful candidate will have 7+ years' of working experience in a Technical Delivery capacity. You will have demonstrated the following competencies to the proficiency level appropriate to the seniority of the role:
- Agile leadership using Scrum and Kanban
- Working within technical environments with a high-level of data privacy and security considerations
- Leading cross-functional teams ensuring best practice Development and DevOps processes and practices
- Software engineering, as both a developer and a team lead or scrum master
- Developing and deploying services hosted on AWS and Kubernetes
- Delivering frequent, small iterations using CI/CD tools
- Anticipating and communicating problems, determining and implementing solutions
- Developing and motivating teams in order to successfully deliver high quality products on time and on-budget
- Experience of leading teams working on Public Cloud environments
- Coaching of team members to develop their potential
- Actively seeking to learn new skills in existing specialties as well as in new areas, including both technical, non-technical and domain/industry-specific areas
